This is Dog Crimes Who’s To Blame Logic Game made by the good people over at Thinkfun.

This set includes a game board, 6 dog tokens, 6 crime tokens, and 40 challenge cards. The player selects a challenge card and place the Crime token on the board. Using the statements on the card place the cat tokens around the board until you can identify the cat in front of the Crime token.
